This procurement specifies requirements for the manufacture and contract quality of lower bearing assembly 12 for use on Navy submarines. Applicable documents, drawings, and publications are listed. The contract purchase order takes precedence over referenced documents, except for applicable laws and regulations. The lower bearing assembly 12 must meet material, mechanical, physical, welding, and test requirements as specified on drawings. The supplier is responsible for all
inspection requirements, unless otherwise specified. The government reserves the right to perform
inspections to ensure compliance. Records of all
inspection work must be kept for 365 calendar days after final delivery. The material supplied must be mercury-free. Preservation, packaging, packing, and marking shall be in accordance with the contract schedule. Ordering information for document references is provided. The government will issue an award to the responsible offeror whose quotation, conforming to the solicitation, results in the best value to the government, considering both price and non-price factors. The following factors will be used to evaluate competitive offers: price, delivery lead time, and past performance. All contractual documents are considered issued by the government when copies are deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The government's acceptance of the contractor's proposal constitutes a bilateral agreement to issue contractual documents as detailed herein. The supplier shall notify the Naval Surface Warfare Center, Philadelphia Division (NSWCPd) after award of contract. The NSWCPd is the acceptance activity for the contract data requirements list (CDRL) data items.
