This is a combined synopsis/solicitation for chiller maintenance and inspection services. The contract will involve inspecting and maintaining six chiller units and three cooling towers annually, with eddy current testing every third year. The period of performance is from September 23, 2026, to September 22, 2031, with a 12-month base year and four option years. Delivery and acceptance will be at buildings ****, ****, ****, and **** on Hanscom AFB, MA. Offerors must have an active federal government contracts registration in the System for Award Management (SAM). A mandatory site visit is scheduled for June 3, 2026. All questions are due by June 8, 2026, and offers are due by June 15, 2026. Offers will be evaluated based on technical merit and price, with award made to the lowest price technically acceptable quote. Additional required documentation includes a technical proposal and a completed bid schedule.

Invoices shall be submitted via Wide Area Workflow (WAWF). The government's obligation under this contract is contingent upon the availability of appropriated funds.
The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical and price, with award made on the basis of the lowest price technically acceptable quotes.
Offerors must have an active federal government contracts registration in the System for Award Management (SAM) database. For small business set-asides, the contractor shall have a current SAM registration with a small business certification under the solicitation's NAICS code size standard.
A site visit will be held on Hanscom AFB on June 3, 2026, beginning at 1:00 PM ET. Contractors must contact Capt. Jake Laurel by 4:00 PM ET on June 1, 2026, to register for the site visit.
All questions are due on or before 12:00 PM ET, June 8, 2026. Answers will be posted to sam. gov not later than June 11, 2026.
Failure to meet required deadlines may result in the government awarding to the next technically acceptable offeror. Missing required attachments in the proposal submission may result in the proposal being determined unacceptable.
