The Indian Health Service (IHS) requires the procurement, installation, and integration of an eye care Picture Archiving and Communication System (PACS). The system must modernize ophthalmic imaging workflows, support clinical decision-making, and facilitate interoperability with the PATH EHR. The contractor shall provide all software licenses, connectivity modules, interfaces, installation, configuration, testing, and training. The period of performance includes a 12-month base year and four 12-month option years. The contractor will be responsible for installation at multiple sites, configuration of interfaces, user acceptance testing, training, and providing a connectivity service plan and support. Special requirements include compliance with HHSAR, a tobacco-free environment, and security protocols for contractor personnel. The product must conform to Section 508 accessibility requirements and WCAG 2. 1 Level AA standards. The contractor will also comply with the Privacy Act and HIPAA. Deliverables include the installed PACS system, configured interfaces, training completion, documentation, warranty, and service activation. Responses to this sources sought notice are due by May 29, 2026, 4:30 pm CST, and should include a capability statement demonstrating the company's ability to perform the work. Preference will be given to Indian Economic Enterprises (IEE) under the Buy Indian Act.
The contractor will coordinate the delivery, installation and training date with the designated government employee. No deliveries can be made after 4:15 pm. The capability statements are due no later than 4:30 pm CST on May 29, 2026.
The contractor shall deliver necessary items with all installation instructions, warranty documents, and specifications. Warranty coverage documents are listed as a deliverable.
The government is seeking to identify businesses capable of performing the requirement. Vendors responding should submit their capability statement directly demonstrating the company's capability, experience, and ability to provide the PACS eye care system. Indian small business economic enterprises (ISBEs) and other small businesses are highly encouraged to respond.
