Proposals are due by Wednesday, August 12, 2026, at 3:00 PM.

Proposals will be evaluated based on relevant firm experience and technical qualifications (30%), team qualifications (25%), project approach (15%), past performance (10%), capacity to perform (10%), and MBE/WBE participation and Section 3 compliance (10%).

Firms must demonstrate experience in public housing redevelopment, affordable housing, mixed-income housing, LIHTC, HUD-assisted housing, tax-exempt bond financing, CHF-financed developments, urban redevelopment, and complex site redevelopment projects. The offeror shall be licensed in Connecticut and have a minimum of five years of experience with multifamily residential developments of similar size and complexity.

Protests against the terms of the solicitation must be made prior to the due date of the solicitation. Bid protests must be submitted within ten days of the award of contract.

Failure to adhere to page limits or submission requirements may result in disqualification. Bids will be rejected if addenda are not timely submitted. Proposals of bidders suspended or debarred by HUD will be rejected.

Proposals must be received no later than 2:00 PM on Wednesday, August 12, 2026.

The chargers must include integrated credit card payment capability directly at each charging station through the ChargePoint system. The city prefers that the selected vendor and/or ChargePoint act as the merchant of record for charging transactions.

Vendors shall specify warranty coverage for chargers, networking equipment, and installation labor. Proposals should include a detailed maintenance and support plan.

Proposals will be evaluated based on technical compliance (30%), cost-effectiveness (25%), vendor experience and references (20%), project timeline and management (15%), and payment system and user experience (10%).

To be eligible for an award, a vendor must be deemed responsible, possessing the ability, capacity, skill, satisfactory record of integrity, reputation, judgment, and experience, and sufficient financial resources.

A site walkthrough is scheduled for Wednesday, August 5, 2026, at 10 AM and is mandatory.

Any vendor submitting a proposal may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five (5) business days after the proposal opening.

The City of Nashua will reject the proposal of any proposer who is presently debarred, declared ineligible or excluded by any federal department or agency, and reserves the right to reject the proposal of any proposer who has previously failed to perform any contract properly.
