Bids are due November 14, 2025, at 2:00 PM. A nonmandatory pre-bid meeting is scheduled for November 10, 2025, at 10:00 AM. Bidders must submit a statement of qualifications. The city reserves the right to reject any or all bids. The award will be made to the lowest responsible bidder or the best value for the city. The bid award will be made within sixty 60 calendar days after the opening of bids. The delivery date is an important factor of this bid. The city of stephenville is exempt from federal excise and state sales tax. A performance bond and payment bond may be required. A minimum of three references must be submitted. The successful bidder may not assign their rights and duties under an award. Exceptions or variations from the specifications may be acceptable provided such variations, in each instance, is noted and fully explained in writing and submitted with bid. The delivery date is an important factor of this bid and should be considered during the evaluation process. The city considers delivery time the period elapsing from the time the order is placed until the city receives the order at the specified delivery location.

In determining the best value the city will consider the following: a the purchase price terms and discounts delivery schedule. b the reputation of the bidder and of the bidders goods or services. c the quality of the bidders goods or services. d the extent to which the bidders goods or services meet the city specifications and needs. e the bidders past relationship with the city. f total longterm cost to the city to acquire the bidders goods or services g any relevant criteria specifically listed in the specifications. h compliance with all state and local laws, general conditions and specifications. i results of testing, if required. j warranty andor guarantee, maintenance requirements and performance data of the product requested. k citys evaluation of the bidders ability to perform to specifications.
Each bidder shall submit on the form furnished for that purpose a statement of the bidder qualifications. The grant recipient shall have the right to take such steps as it deems necessary to determine the ability of the bidder to perform its obligations under the contract, and the bidder shall furnish the grant recipient all such information and data for this purpose as it may request.
Delays in performance andor completion may result in application of liquidated damages andor cancellation of agreement.
