The Housing Authority of the City of Hartford is seeking proposals for housing development and financial advisory services. Services will support the conversion of traditional low-income public housing to other platforms and ownership structures, as well as financing, acquisition, construction, or rehabilitation of other housing. The contract will be for three years, with two one-year extension options. Services are required on an as-needed basis. Proposals are due August 6, 2026. Evaluation criteria include firm experience, technical response, and proposed fees. Travel costs are not allowed.
Proposals are due by 2:00 PM on Thursday, August 6, 2026.
Payment terms are net 45 days following receipt of a correct invoice.
Award will be made to the respondent whose proposal is deemed most advantageous, based on firm experience and project team qualifications (40 points), affordable housing development experience financial structuring and funding expertise (30 points), technical response (20 points), and competitiveness of proposed fees (10 points).
Respondents must submit an executed qualification form, including company information, years in business, registrations, certifications, licenses, and details on any engagements or vacations that would impede performance.
A pre-proposal conference has not been scheduled.
Solicitation or lobbying directed to any authority staff or the board of commissioners is prohibited and is grounds for disqualification. Failure to utilize the proper file naming convention may also result in rejection of submissions.
