Proposals must be received by July 31, 2026, 2:00 PM MST. Late proposals will not be accepted.

If no cash discount is offered, payment terms shall be net thirty days, effective on the date the county receives an accurate invoice or accepts the products, whichever is later.

The vendor will provide a 1-year warranty on all concrete. Fractures, cracks, and spalling in newly installed concrete will require removal and replacement at no additional cost.

The county intends to award an agreement to the contractor who provides the best value. Evaluation criteria include firm capability, understanding of the project, project approach, references, past experience, and project fees.

Contractors must have been in business under the same company name for a minimum of five years. Vendors must provide staff with a current contractor's license with the City of Brighton.

Liquidated damages will not apply. However, if the county discovers incorrect pricing/invoicing, contractors agree to promptly refund all overpayments and pay reasonable audit expenses.

A mandatory pre-proposal meeting and site walk will be held on July 15, 2026, 10:00 AM MST, at the Adams County Justice Center.

Questions regarding the solicitation are due by July 22, 2026, 12:00 PM MST.

Falsifying certifications, contacting county personnel other than the purchasing division, or failing to acknowledge addenda may lead to disqualification.

The period of performance for the lots is from October 12, 2026, to July 31, 2027.

Payment requests and receiving reports must be submitted electronically via Wide Area Workflow (WAWF). Specific document types for payment requests (e. g. , invoice, receiving report, cost voucher) depend on the line item type.

The award will be made to the responsive offeror whose total offer on all items is the most advantageous to the government, considering price. Offerors must possess a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region and have an active registration in the System for Award Management (SAM. gov). The delivery period is specified in the schedule, with options for 10, 20, 30, or calendar days. The period of performance is from 12 Oct 2026 to 31 Jul 2027.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

Offerors shall be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of $1 for each calendar day of delay.

The embassy intends to conduct a site visit on July 8, 2026, at 11:00 a. m. at U. S. Embassy, Gate A, Nyaya Marg, Chanakyapuri, New Delhi ****, India. Prospective offerors who desire to participate should send their interest at ***@***. *. * no later than 11 a. m. July 6, 2026.

The contractor shall submit samples for approval at the contractor's expense, with all shipping charges prepaid, when directed to do so by the contracting officer or COR.

All requests for clarification must be submitted in writing via email at ***@***. *. * on or before 3 p. m. July 6, 2026. No questions shall be answered, received after 3 p. m. July 09, 2026.

Incomplete quotations will not be accepted. Quotation submitted to any other email id other than ***@***. *. * shall be rejected.
