This IFB is for the replacement of control panels and sensors for a Reverse Osmosis/Deionization (RO/DI) water system. The contract term is from award until August 31, 2026, with a potential one-year extension. Bidders must have at least five years of experience and provide three verifiable references. An optional onsite visit is scheduled for June 24, 2026. Questions are due by June 29, 2026, and responses are due by July 10, 2026. Pricing must be firm and fixed for the life of the contract. Award will be based on the best value to the state, considering bidder's ability to meet requirements, performance, delivery, and price.
Responses must be received by HHSC prior to the response deadline as indicated in the procurement schedule. The response deadline is 07/10/2026 10:30 am.
HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act. Invoices submitted to the HHS agency must include the contract or purchase order number and must describe the work completed, in detail, for which payment is requested.
All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidder's ability to meet performance delivery requirements, and price. The award will be made to the bidder whose response offers the best value to the state based on all factors considered, including price.
The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is five years. Contractor must have a minimum of five years of documented experience with the successful service, repairs, and maintenance of PLC, HMIS, SCADA systems, MES applications and associated items at the commercial or residential level. The bidder must provide a minimum of three verifiable references for current or previous contracts of the same size and for similar or same services within the last three years.
An optional onsite visit will be conducted on 06/24/2026 at 10:00 am at Dr. Bob Glaze Laboratory Services Section Building DBGL, **** W. 49th St. , Austin, TX **** is strongly encouraged but not required.
Failure to comply with communication requirements may result in disqualification. Including assumptions in a response could result in disqualification. Failure to properly and timely notify the sole point of contact of any ambiguity, conflict, discrepancy, exclusionary specification, omission, or other error in the IFB may result in waiver of any claim of error or ambiguity.
