Emergency Assistance Government Bids & RFPs

This is an invitation for bids (IFB) for professional, on-demand non-emergency business transport services for the Department of Labor & Industry (DLI) on behalf of the State Workers Insurance Fund (SWIF). The services will be provided by independent contractors. Bidders must meet eligibility requirements including three years of driving history for all transport staff with specific violation limitations, professional and personal references, complete resumes, an organizational chart, and necessary licensing and documentation for personnel and vehicles. This includes valid driver's licenses, emergency roadside assistance, vehicle registration, cellular phone contact, and automobile insurance with specific coverage amounts. Bids must be submitted electronically through the PA Supplier Portal. Pricing is based on hourly charges for ambulatory and non-ambulatory transports, with potential load and rush fees. Background checks for all transport staff are mandatory at the supplier's expense. Service requirements include adherence to traffic laws, vehicle maintenance, passenger assistance, and immediate notification to SWIF in case of medical emergencies or accidents. Suppliers must also comply with ADA regulations for transporting disabled passengers. The coverage area is divided into counties, and the Commonwealth reserves the right to add or delete territories. Business hours must be maintained from 7 am to 6 pm EST, Monday through Friday, with potential for extended hours. Upon receiving an assignment, contractors must contact the claimant within three hours and confirm the transport 48 hours prior (or 3 hours if less than 48-hour notice). Suppliers must arrive 15 minutes before the scheduled time and wait 15 minutes beyond for no-shows, notifying SWIF within one hour. No charges are to be made to the claimant, and tips are prohibited. In case of cancellation, late arrival, or no-show, the supplier may be paid 50% of the hourly rate, and is responsible for fees assessed by medical providers for missed appointments. Personnel performance issues may result in requests for replacement. Service Level Agreements (SLAs) are in place for timeliness and driver no-shows, with a 30-day grace period. Failure to meet SLAs may result in a discussion, a corrective action plan, and potentially contract cancellation. Reimbursements for mileage, subsistence, lodging, parking, and tolls are provided with appropriate receipts. Monthly invoices and reports detailing services provided and supporting SLAs are required. Suppliers must have working knowledge of and follow federal, state, and local regulations, and will be liable for any non-compliance. Advertising endorsement of services requires written approval from the Commonwealth.
