The contractor shall provide a driver for each vehicle it uses to provide shuttle services. The contractor shall ensure that every shuttle bus driver it provides possesses a valid state motor vehicle drivers license, is a U. S. citizen and has appropriate vehicle credentials, as well as a driving record that has no more than two 2 current points. If contractor personnel are found to be involved in more than one incident of reckless driving or performing dangerous maneuvers per calendar year, the contractor shall replace the driver assigned to this contract with another qualified driver within two 2 working days from the date of replacement. The NTTA intends to award the contract to the lowest responsible bidder, considering factors such as purchase price, bidder reputation, quality of goods/services, meeting NTTA needs, past relationship, compliance with business diversity policy, and total long-term cost.

Formal protests must be made in writing and submitted to the senior director of procurement services and business diversity no later than five 5 business days after the earlier of the i date the protestor was or reasonably should have been aware of the matter giving rise to the protest or ii the date the contract award was made by the ntta board of directors.

The bid due date is September 18, 2025, at 3:00 PM CT, and deliveries will be accepted between 8:00 AM and 2:30 PM, Monday through Friday, excluding NTTA holidays.

NTTA may consider the purchase price, the reputation of the bidder and of the bidder's goods or services, the quality of the bidder's goods or services, the extent to which the goods or services meet NTTA's needs, the bidder's past relationship with NTTA, the bidder's compliance with NTTA's business diversity policy, the total long-term cost to NTTA to acquire the bidder's goods or services, and any relevant criteria specifically listed in this RFQ.
