The NOAA Fisheries MACE program seeks a contractor to design, build, and maintain a pool of advanced small stereo cameras for loan to NOAA and other government agencies. The contractor will be responsible for designing and building eight camera units (four shallow water, four deep water), including external battery housings and high-intensity LED underwater lights. A system for loaning the units will be established, including maintenance, repairs, and shipping logistics. The contract will initially be for two years, with the possibility of extension. The contractor will provide detailed specifications, troubleshooting guides, an inventory and scheduling system, and maintain records of unit usage and costs. The contract includes a performance requirements summary (PRS) and quality assurance surveillance plan (QASP). The software and hardware designs will be open source. The solicitation is set aside for small businesses. Interested parties must register in SAM (System for Award Management) and have a unique entity identifier. This notice seeks proposals for a Made in America, approved underwater Remotely Operated Vehicle (ROV) meeting government safety, data, and cybersecurity requirements. The ROV must be suitable for underwater hull and prop inspection and potential debris removal on the NOAA ship Oscar Dyson. Specifications include dimensions, weight, material, depth ratings, operating temperature range, warranty, tether length, camera system, electrical lights, and thruster control. Offers must include a specification sheet, data sheet, and, if available, performance data (e. g. , video of operations in open ocean). A single ROV is required.
