Fulton County is seeking bids for standby internal air quality testing services on an as-needed basis for its facilities. The contract term is 12 months, not to exceed $100,**** must be ACAC certified (CIEC and CMRS) and the professional collecting samples must hold an IEP degree and specific EPA certifications. Laboratories must be AIHA or GA DPH accredited. A mandatory pre-commencement meeting is required. Emergency testing requires a 2-hour response time. Bids are due August 17, 2026. Questions are due August 10, 2026. Award will be to the lowest responsive and responsible bidder.
Responses must be received no later than 2:00 p. m. on Monday, August 17, 2026.
The county payment terms are net 30 days unless a cash discount is allowed for payment within not less than twenty (20) days. The payment term shall begin on the date the merchandise is inspected, delivered and accepted by the county and the correct invoice is received by accounts payable.
Awarded to the lowest responsive and responsible bidder per line item, considering ability to perform, conformance to specifications, quality of previous performance, financial ability, item pricing, and vendor references.
The agency bidding for this work must have ACAC designation of Council-Certified Indoor Environmental Consultant (CIEC) and must be a Council-Certified Microbial Remediation Supervisor (CMRS). The professional collecting the samples must be an Indoor Environmental Professional (IEP) holding a degree in environmental public health (MPH) and have received training as an EPA model accredited asbestos inspector and for mold assessment and remediation.
If any item furnished by the vendor fails to conform to specifications, or to the sample submitted by the vendor, the county may reject it. Upon rejection, the vendor must promptly reclaim and remove such item without expense to the county and shall immediately replace all such rejected items with others conforming to such specification and samples.
Prior to commencement of any work, the successful contractor will meet with Fulton County's Occupational Health Safety Manager for DREAM or designee to discuss the scope of work, points of contact and building access.
Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendors expense. Samples of selected items may be retained for comparison purposes.
Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such bases, but in no event shall any protest be submitted more than ten business days after the award of the contract.
Submission of more than one bid to the county as the primary bidder for the same work by an individual firm, partnership or corporation under the same or different names may be grounds for disqualification of a bidder and the rejection of the bid. Failure to fully and truthfully provide debarment information may result in disqualification.
