Mold Sampling Government Bids & RFPs

Responses must be received no later than 2:00 p. m. on Monday, August 17, 2026.

The county payment terms are net 30 days unless a cash discount is allowed for payment within not less than twenty (20) days. The payment term shall begin on the date the merchandise is inspected, delivered and accepted by the county and the correct invoice is received by accounts payable.

Awarded to the lowest responsive and responsible bidder per line item, considering ability to perform, conformance to specifications, quality of previous performance, financial ability, item pricing, and vendor references.

The agency bidding for this work must have ACAC designation of Council-Certified Indoor Environmental Consultant (CIEC) and must be a Council-Certified Microbial Remediation Supervisor (CMRS). The professional collecting the samples must be an Indoor Environmental Professional (IEP) holding a degree in environmental public health (MPH) and have received training as an EPA model accredited asbestos inspector and for mold assessment and remediation.

If any item furnished by the vendor fails to conform to specifications, or to the sample submitted by the vendor, the county may reject it. Upon rejection, the vendor must promptly reclaim and remove such item without expense to the county and shall immediately replace all such rejected items with others conforming to such specification and samples.

Prior to commencement of any work, the successful contractor will meet with Fulton County's Occupational Health Safety Manager for DREAM or designee to discuss the scope of work, points of contact and building access.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendors expense. Samples of selected items may be retained for comparison purposes.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such bases, but in no event shall any protest be submitted more than ten business days after the award of the contract.

Submission of more than one bid to the county as the primary bidder for the same work by an individual firm, partnership or corporation under the same or different names may be grounds for disqualification of a bidder and the rejection of the bid. Failure to fully and truthfully provide debarment information may result in disqualification.

Proposals must be received no later than 4:30 PM on Friday, August 14, 2026.

Proposals shall be evaluated based on: proposer's comprehension of the required work scope (25%), prior experience in similar building construction projects (20%), professional qualifications (15%), total proposed price (30%), and client references (10%).

Proposers must provide a statement of qualifications including firm history, professional staff experience, authorized personnel, experience with architectural and engineering services, and at least two references from similar projects. A completed vendor responsibility questionnaire is also required.

A pre-proposal conference will be held on Thursday, July 30, 2026, at 10:00 AM at Shaker Place Rehabilitation and Nursing Center. Proposers interested in submitting proposals are strongly urged to attend.

The county reserves the right to reject any and all proposals, waive informalities, and disregard non-conforming or non-responsive proposals. Failure to satisfy the county of the proposer's ability to perform the work may result in rejection.

Bids must be uploaded by the bid opening date and time. Any bid document received after the deadline will not be accepted.

Payment will be made in accordance with the County of Mercer's policy and procedures. Vouchers are paid bi-weekly, typically within 30 days, if the vendor has complied with delivery and submitted proper documentation.

Contract shall be awarded to the lowest responsible bidder as declared by the County of Mercer.

Bidders must be certified members of the National Air Duct Cleaners Association (NADCA), with at least one staff employee who is NADCA certified as an Air System Cleaning Specialist. Employees carrying out duct cleaning services must have a minimum of three continuous years of experience.

In the event of unsatisfactory service, the contractor will be notified and given one day to correct the work at no cost to the county. If the contractor fails to make delivery, any price differential will be charged against the contractor.

If so requested, the vendor shall submit a sample of the units or merchandise.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids.

Failure to submit any of the required items in the bidders document checklist is a mandatory cause for rejection of the bid. Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for, or irregularities may be rejected.

Proposers must be licensed firms and provide documentation ensuring no conflict of interest with any past, present and future Hollywood developer.

Proposals are due August 5, 2026, at 2:00 PM local time.

WCSD's payment terms are net 30 after services are rendered and in receipt of an accurate invoice.

Proposer warrants that any service rendered shall be performed with the degree of skill, care, and judgment customarily accepted as sound quality practices and procedures. If service fails to meet requirements, proposer shall reperform the service at their cost.

Awards will be made based on price, qualifications, experience, understanding of WCSD's needs, and references.

Proposers must be properly licensed and/or incorporated to conduct business in Nevada and maintain all required city and/or county business licenses. Specific certifications for asbestos and lead services are required.

In case of default, WCSD may procure services from another source, deduct excess costs, assess a penalty equal to five percent of the total proposal price, and prohibit proposers from submitting proposals for one to five years.

A mandatory pre-proposal meeting will be held via Microsoft Teams on July 15, 2026, at 1:00 PM local time.

A notice of protest must be submitted no later than five business days from the date of the letter of intent recommendation of award.

Failure to attend the entire mandatory pre-proposal meeting, not signing the attendance sheet, arriving late to the mandatory pre-proposal meeting, or contacting unauthorized individuals may result in disqualification.
