This is an Invitation for Bid (IFB) for construction services related to a generator tie-in. The acquisition is 100% set aside for small businesses, with NAICS code **** (Electrical Contractors) and a size standard of $19M. The contract will be a firm-fixed price award with a performance period of 365 days from the Notice to Proceed. Offerors must have a physical office within 120 miles of Defense Supply Center Richmond, VA, and be registered in the System for Award Management (SAM). A mandatory site visit is scheduled for May 14, 2026. Questions are due by the end of day on May 15, 2026, and bids are due by 11:59 PM on May 26, 2026, to be delivered via DOD SAFE. Bids will be publicly opened via teleconference on May 27, 2026. A bid guarantee of at least 20% of the bid price (not to exceed $3 million) is required. Award will be made to the lowest responsible, responsive bidder. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Liquidated damages for delay are $1,000 per calendar day.
The contractor shall begin performance 10 calendar days after receiving award, notice to proceed, and complete it within 365 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable. The schedule for the base items clin **** shall begin performance within 10 calendar days from issuance of the NTP and complete all work within 365 days from issuance of NTP.
Payment will be made by the contracting officer. The Wide Area Workflow (WAWF) system will be used for electronic invoicing and payment requests.
A single award will be made to the lowest responsible, responsive bidder on the basis of the total bid price.
For an offer to be considered for award, the contractor must have a physical office from which mobilization occurs within 120 miles to Defense Supply Center Richmond, **** Strathmore Road, Richmond, VA 23237. The contractor must be registered in the System for Award Management (SAM) prior to award.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,000 for each calendar day of delay until the work is completed or accepted.
A site visit for this requirement will be May 14, 2026, at 10:00 am. Prospective bidders are invited to visit the site of the work in order to acquaint themselves as to site conditions and other problems incident to the prosecution of the work.
Questions are due on May 15, 2026, end of day.
Any bid which is materially unbalanced as to prices for the contract line items may be rejected as non-responsive or otherwise not considered for award. Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
In accordance with FAR part **** f, the estimated magnitude of construction for this project is between $1,000,000 and $5,000,000.
