The bid notice states that the City of Houston is seeking bids from qualified firms.

The project shall be completed within 230 consecutive calendar days from the date of commencement specified by the written order of the Adjutant General.

Material samples and color samples are required and must be submitted for review and acceptance by the engineer at the earliest possible date after the date of award.

Questions and requests for clarification must be submitted via HIEPRO by June 9, 2026. Responses are scheduled to be posted on June 10, 2026.

Disqualification may occur for noncompliance with qualifications, evidence of collusion, lack of responsibility, being in arrears on contracts, lack of proper equipment or experience, no or improper contractors license, more than one proposal, delivery of bids after the deadline, or failure to pay overdue bills.

The estimated cost for the proposed work is between $2,500,000 to $5,000,000.

The bid response must be delivered to the Johnson City Purchasing Dept. on or before the bid opening date and time. The proposed project schedule, including an estimated completion timeframe, is requested as it may be an award consideration, with completion requested ASAP.

The contractor shall provide a minimum one (1) year workmanship warranty and manufacturer warranties for all repair products, coatings, and safety systems.

Contractors must be properly licensed in the state of Tennessee, have documented experience with structural concrete remediation projects, experience working in occupied public facilities, documented confined space work experience, and experience installing fall protection anchorage systems. In case of contractor default or failure to provide material or service according to the solicitation, the City may cancel the contract and acquire from another source and may recover any excess cost. All costs associated with default will be borne by the contractor.

A mandatory site visit is scheduled for June 5th from 1 PM to 4 PM. The contractor's name must be on the attendee list to be eligible to bid.
