Data collection must be completed no later than September 30th of the current inventory year. Digital segments and images must be uploaded by September 30th. Soils collection forms must be sent to the COR's representative by September 30th. Requested corrections must be completed by September 30th. Final invoicing is due no later than October 15th.

Payment will only be made for deliverables that meet contract quality standards and protocols and are successfully submitted and accepted by the government. Invoices for completed data points will be submitted after quality assurance review. Payment for inaccessible points is limited to a maximum of two per segment after documentation and acceptance.

Data collection teams must include individuals qualified in rangeland management (series **** or ****) or soil science (series ****), with specific experience in western states, ecological site descriptions, GPS, plant identification, and vegetation sampling methods. Additional less qualified individuals may assist.

Questions must be submitted in writing no later than July 8, 2026, 5:00 PM ET.

Contractors may be held financially liable for any shortage, loss, damage, or destruction of government-furnished property (GFP).

Planning and coordination for testing will occur during the summer and fall of 2026, testing will be conducted during the fall of 2026, and the final report will be due spring of 2027.

Offers will be evaluated based on Scope of Work (60%) and Cost (40%).

Offerors must be registered Oregon businesses, accredited in ASTM ****, and have at least three years of experience in similar air emission testing projects.

Agency may reject an offer if the offeror fails to substantially comply with solicitation procedures, fails to meet responsibility requirements, has undisclosed delinquent debt, makes inappropriate contact with state representatives, or attempts to influence the evaluation committee.

Points deemed inaccessible in the office will not be field visited and no payment will be made.
