Sealed bids to perform construction work are due by 2:00 PM local time on **** providing less than 120 calendar days for government acceptance are not considered. The contractor must begin performance within 15 calendar days and complete it within **** calendar days after receiving award. The government reserves the right to eliminate offers, negotiate with offerors, and award to the offeror representing the best value. Evaluation factors include price, corporate experience, management approach and schedule, safety, past performance, and small business utilization. Offerors must submit a complete price proposal form, executed ****, a bid bond (20% of total bid price or $3,000,000, whichever is less), proof of SAM registration, and a **** report (if required). Financial statements, facility and equipment descriptions, and other work under contract are also required. A small business subcontracting plan (SBSP) is required for non-small businesses. The government will evaluate price based on the total price for the project, including all option items. All submissions shall be in PDF format via the PIEe system.
