The City of Warren is seeking electronic proposals for professional electrical services for its Wastewater Treatment Plant (WWTP) and associated facilities. The services required include emergency response, routine switching, preventive maintenance, testing, inspection, cleaning, and corrective maintenance of electrical infrastructure. Firms must have demonstrated experience with medium-voltage electrical systems, critical infrastructure, and continuous-operation industrial or municipal facilities. Proposals must be submitted electronically via the BidNet MITN Procurement System by 12:30 PM EST on Wednesday, June 10, 2026. A public proposal opening will be held via Zoom at 1:00 PM EST on the same day. Questions regarding the RFP must be submitted by Tuesday, June 2, 2026, at 2:00 PM local time. The contract will be for an initial two-year period with the option to extend for four additional two-year periods, for a total of ten years. Award will be based on a combination of factors, including qualifications, experience, capacity, and solution methodology, not solely on price. Proposers must comply with the Labor Harmony Ordinance, which requires adherence to prevailing wage and benefits. Insurance requirements are detailed, and all awarded vendors must provide certificates of insurance naming the City as an additional insured. Failure to comply with RFP requirements may result in disqualification.
Electronic proposals must be entered into the BidNet MITN Procurement System on, or before, 12:30 PM, Wednesday, June 10, 2026.
The city's normal payment terms are 45 days in connection with cash discounts specified with this proposal. Time will be computed from the date of complete delivery of services, supplies, or equipment, as specified, or from the date correct invoices are received in the office of the City Controller, if the latter is later than the date of delivery. Prices will be considered as net if no cash discount is shown.
All materials and labor provided shall carry standard warranty coverage. Proposal shall state terms and conditions of warranty for all products in its proposal. Products shall be free from defects in material and workmanship from the date of their original purchase, for normal commercial use and for applicable warranty period specified. Vendor shall repair or replace, within seventy-two 72 hours, without a charge to the original purchase, any product or part thereof which fails as the result of such a defect during the warranty period.
Award of the proposals shall be based upon a combination of factors, including but not limited to, adherence to proposal requirements, references and any other factors that may be in the city's best interest. The proposal will be awarded to that responsible, responsive firm whose proposal, conforms to this solicitation and will be most advantageous to the city, with regard not only to price but also to availability of product, location and quality of product considered.
The firm shall have five 5 years of current continued experience with at least one municipal account with minimum populations of 50,000 in the state of Michigan. As of January 1, 2026, the firm shall have an established working office in the tricounty area (Wayne, Oakland or Macomb County) in which to service this account.
The city may terminate a proposal award for the failure to perform a term of the proposal specifications to the satisfaction of the city. The city shall provide ten 10 days advance written notice to the awarded vendor for the failure to perform services or for the violation of any other term of the proposal specifications. Unless futile or the violation is recurring, the city shall provide notice and the opportunity to cure the violation prior to termination. In the event of a dispute, or in order to avoid interruption of service, the city may engage another to perform the work and the awarded vendor shall be responsible for any costs the city incurs as a result of the awarded vendor's violation.
Proposers shall tabulate all questions no later than Tuesday, June 2, 2026 at 2:00 PM local time. The City of Warren will not respond to questions submitted after this date.
