Proposals will be accepted electronically through the Rocky Mountain e-Purchasing System BidNet until no later than 2:00 p. m. MT on Tuesday, August 11, 2026. Proposals received using another method such as email, mail, or hand delivery will not be accepted or considered. Late proposals will not be accepted.

Firms will be evaluated based on their exhibited understanding and familiarity with the project issues as demonstrated by the firms unique perspective and presentation on the proposed strategies, approach, team structure, experience/expertise, and schedule. The selection committee will evaluate the technical proposals based on the following criteria: legal compliance, security officer experience, hiring, operations, technical qualifications.

Proposals will be considered only from contractors or individuals who are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner. The successful firm, without additional expense to the city, shall be responsible for obtaining any necessary licenses and for complying with any applicable federal, state, and municipal laws, codes and regulations in connection with the prosecution of the services.

Walk-throughs of various locations are scheduled for the week of July 27th. Attendance at the pre-proposal conference is not mandatory but is highly recommended.

Written questions are due by 2:00 p. m. on July 31, 2026. Questions received after the deadline will not be addressed.

Failure to provide requested information may result in proposal disqualification. Relying on incomplete, inaccurate, or out-of-date information from sources other than BidNet may lead to disqualification. Failure to comply with contact restrictions during the solicitation process will result in removal from consideration.

The American Fair: Freedom 250 in Nakhon Ratchasima will take place on October 2-4, 2026. The planning phase is from May to September 2026, the execution phase is in October 2026, and the post-event phase is in November 2026.

Payment will be made in installments based on the completion of key milestones: planning phase completion, execution phase completion, and post-event phase completion. The vendor should comply with the terms of payment, 30 days credit.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must have prior experience in organizing large-scale interactive public fairs or events, preferably with a focus on entrepreneurship and culture. They must demonstrate the ability to work collaboratively with the U. S. Embassy Bangkok and adhere to U. S. government branding and messaging guidelines. Offerors must also be registered in the SAM system for award management.

Questions regarding this solicitation may be submitted no later than 15:00 pm Bangkok time on May 1, 2026.

Failure to be registered in the SAM system for award management at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

The American Fair: Freedom 250 in Hat Yai will take place from September 4-6, 2026.

Payment will be made within 30 days after services and invoices are received, with installments based on key milestone completion: planning phase, execution phase, and post-event phase.

Award will be made to the lowest priced, acceptable, responsible offeror.

Offerors must have prior experience in organizing large-scale interactive public fairs or events, preferably with a focus on entrepreneurship and culture. They must also demonstrate the ability to work collaboratively with the U. S. Embassy Bangkok and adhere to U. S. government branding guidelines. Registration in the SAM system is required.

Questions regarding this solicitation may be submitted no later than April 29, 2026, 15:00 Bangkok time.

Failure to be registered in the SAM system at the time of proposal submission may deem the offeror's proposal to be considered non-responsible. Incomplete proposals will not be accepted.

Technical proposals must be uploaded electronically no later than 11:00 am ET on June 26, 2026.

The university will pay the contractor no later than thirty (30) days after receipt of a proper invoice. Charges for late payment are prescribed by state law.

Technical merit will have a greater weight than cost in the final ranking. Award may be made to the offeror with a higher technical ranking even if its price proposal is not the lowest.

Vendors must demonstrate experience supporting global screening requirements and Workday applicant tracking system (ATS) integrations.

Offerors shall provide a sample background screening report with all personally identifiable information fully redacted.

Unsuccessful offerors may request a debriefing within ten (10) days after the date on which they know or should have known that their proposal was unsuccessful.

Failure to comply with any mandatory requirement will normally disqualify a proposal. Including pricing information in the technical proposal may also lead to disqualification.
