Responses to this RFI are due no later than April 14, 2026, at 2:00 PM local Boston time.

The bid notice requires interested parties to submit a capability statement addressing their company's name, Unique Entity ID (SAM), address, point of contact with phone number and email, SAM. gov registration status, business size for the assigned NAICS code, any socioeconomic designations, capability to perform a contract of this magnitude, scope, size and complexity, experience with design build projects, experience on historic structures, site civil projects with new building construction and/or renovations of existing facilities (three projects with minimum construction cost of $10 million completed within the past seven years), customer names and phone numbers, type of building, timeliness of performance, dollar value, tenant occupied during construction, key personnel involved, and major scope of work elements. Work performed as a subcontractor is not considered evidence of capability. Evidence of bonding capability for a single project up to $40,000,000 and aggregate bonding capacity is also required. If responding as a joint venture, details of members, their business sizes, and Unique Entity IDs are needed. Additionally, if responding from outside the geographic location, a narrative detailing how work would be performed at a fair and reasonable price is required, demonstrating experience with extreme cold climate conditions, construction in remote areas, and secure facilities.

The estimated magnitude of construction is between $3,000,000 and $12,000,000.

The deadline for the submission of bids is April 7, 2026, at 02:00 PM. Quotations must be submitted electronically to lilongwegsoprocurement@state. gov.

The bid notice states that payments shall be made in Malawi Kwacha. Specific payment terms are detailed in the attached contract clauses.

The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier. This warranty shall continue for a period of 1 year from the date of final acceptance of the work.

The government intends to award a contract resulting from this solicitation to the highest technically rated offeror with a fair and reasonable price.

Offerors must be technically qualified and financially responsible. This includes understanding written and spoken English, having an established business with a permanent address, possessing all required licenses and permits, having necessary personnel, equipment, and financial resources, meeting local insurance requirements, having a satisfactory record of integrity and business ethics, no adverse criminal record, and no political or business affiliations contrary to U. S. interests. Additionally, offerors must have completed recent and relevant work involving construction of walls, retaining walls, or comparable structural concrete or masonry works, and have relevant organizational experience and skills as a general contractor.

A site visit is scheduled for March 23, 2026, at 09:30 AM. An expression of interest for the site visit must be submitted in writing via email to ***@***. *. * on or before March 20, 2026. A maximum of two attendees will be permitted.

The date for questions from the site visit is March 25, 2026.

The magnitude of the construction project is anticipated to be in the price range between $25,000 and $150,000.
