The owner shall award the contract to the lowest responsible and responsive bidder based on the total base bid price. The contractor shall provide all labor, equipment, materials, permits, and incidentals necessary to install flushing stations at the various sites listed in proposal for the time period of ninety 90 days after the notice to proceed is issued.
The work must be fully completed within ninety 90 consecutive calendar days from and after the date stated in said notice.
