Bids are due by July 21, 2026, at 12:00 PM. Delivery of services is expected to be completed as little as **** hours at no additional cost.

Cash discounts for payment within 15 or 30 days of delivery or receipt of voucher will be considered in awarding bids, but not in determining the low bidder. Cash discounts of less than 1% will not be considered.

Award will be made to the lowest responsible bidder whose proposal complies with all provisions. The city reserves the right to award the contract in whole or in part to one or more vendors.

The city reserves the right to reject any bids where qualifications, financial standing, equipment, personnel, or facilities of the bidder or any subcontractor are not satisfactory. Bidders must demonstrate necessary facilities, experience, ability, and financial resources.

The bidder accepts the provisions of this document as to the liquidated damages in the event of failure to complete the work and/or produce the commodity on time.

Incomplete bid packages will be disqualified and not considered. Failure to respond to three successive proposals may result in removal from the mailing list.

Delivery of printed items shall not exceed five (5) business days from the date of the final approval by the airport authority unless the airport authority approves an extension. The airport authority must be notified at the time the order is placed, if the contractor anticipates the order may take longer than 5 business days to process.

Costs shall be paid to the contractor based upon the amounts, fees and rates set forth in exhibit b. The airport authority will pay the contractor for the proper performance of the services upon receipt and approval of an invoice submitted electronically to ap@wcaa. us.

The contractor warrants any goods used in providing the services against functional, design and workmanship defects. The warranty period, inclusive of workmanship and labor, shall be a minimum of 24 months from the date of the airport authority's acceptance.

The contractor will only use experienced personnel to provide the required services and agrees that all such personnel are qualified and authorized to perform under the state and local laws and governing professional association rules where the employee is employed.

If the contractor fails to submit an SBE progress report on or before the fifteenth (15th) day of each month, this shall constitute a material default and will be sufficient grounds for the airport authority's termination of this agreement.

The airport authority reserves the right to inspect the plants in which work will be produced, examine the equipment and facilities, and determine the ability of the vendor to perform the work in accordance with the requirements.

After approval of the proof, a physical sample may be requested and paid for according to contract terms.

The contractor's failure to meet the certified SBE commitment shall be sufficient cause for the airport authority to terminate this agreement. Breach of the section on records access and auditing constitutes a breach of this agreement sufficient to warrant termination, the imposition of liquidated damages, and debarment.

Vendor shall print and deliver to the United States post office all mailers within seven 7 business days of receipt of the county's written approval of the screen proof.

Payment shall be made in accordance with the payment compensation provisions of the contract template. The county offers Electronic Funds Transfer (EFT) via ACH or check. Standard county contracts are typically 30 days for public improvement projects and 60 days for all other contracts.

A contract award, if any, will be made to the lowest responsive and responsible bidder, which will be determined by the lump sum unit price per mailer provided on the bid form plus the lump sum unit price for postage per mailer provided on the bid form.

Bidders must be properly registered to do business in the state of New York and furnish applicable certificates of authority/incorporation/partnership/dba, etc. with their bid.

If a mailer is not printed as approved by the county, vendor shall reprint the mailer at its own cost and expense.

A pre-bid conference and site visit will be held. Attendance is strongly recommended.

Failure to submit insurance documents may result in disqualification of the bidder as nonresponsible and/or the county's retention of bid security. Failure to reach agreement on contract terms and conditions may result in rejection of a bid, rescission of an award and/or retention of bid security by the county.
