The State of Vermont is seeking proposals for warranty and non-warranty repair services, maintenance, repair and replacement parts, and new equipment for state-owned Bandit towable commercial woodchippers. Contracts will be for two years with an option to renew for up to three additional 12-month periods. The anticipated start date is July 25, 2026. Bidders must submit written questions by May 26, 2026, and proposals are due by June 9, 2026. All notifications and addendums will be posted online. Bidders must be registered with the Vermont Secretary of State and have a Vermont Department of Taxes business account number. Pricing must remain firm for the initial contract term. Awards will be made based on best interest of the state, with preference given to resident bidders, products made in the state, US-made products, and bidders with clean energy practices. Bidders are encouraged to provide alternative price quotations on wood or paper products from sustainably managed forestlands. Samples may be requested at any time.
The RFP responses are due by June 9, 2026, 4:30 PM EST.
Payment terms are net 30 days from the date the State receives an error-free invoice with all necessary and complete supporting documentation.
The manufacturer shall include with its proposal a written warranty for each product that it intends to furnish, based on commercial use, and extending for a minimum term of one year from the date a product is available for use by the purchaser.
Awards will be made under the provisions of 29 V. S. A. 903. All other considerations being equal, preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods, products, or materials produced in the United States, and bidders who have practices that promote clean energy and address climate change.
To be awarded a contract by the State of Vermont, a bidder must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number issued by the Vermont Department of Taxes.
The Commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract.
Actual or attempted contact with any individual from the State other than the State contact concerning this solicitation is strictly prohibited and may result in disqualification.
