This is a public tender for pole inspecting, treating, and reporting services for electrical transmission and distribution wood poles located within Clallam County. Bidders must be prequalified according to Washington State regulations. Bid packets and contract documents are available for download from the district's website. Sealed bids will be received until June 2, 2026, at 2:30 PM Pacific Time, and may be mailed or hand-delivered. A bid bond, certified check, or cashier's check equal to five percent of the bid is required. A public bid opening will take place on June 2, 2026, at 3:00 PM Pacific Time. The project has a not-to-exceed amount of $195,****, excluding WSST. The contractor shall contact the project manager within 5 business days after issuance of notice to proceed to provide the estimated start date and schedule. The project must be completed on or before November 5, 2026. Supplemental bidder responsibility criteria include requirements for the treating foreman's training and experience, as well as current certifications in first aid, CPR, and safety training, and a valid Washington State certified pesticide applications license. Requests to modify supplemental bidder responsibility criteria must be submitted in writing no later than 7 business days prior to the bid submittal deadline. Liquidated damages will be assessed at $50 per day for the first thirty days beyond the specified completion date and $100 per day thereafter. Dispute resolution will be through binding arbitration according to the Washington Arbitration Act.
The project must be completed on or before November 5, 2026.
Invoices shall be sent on a monthly basis based on the amount of work actually performed. Monthly progress payments will be made by the district to the contractor within thirty days of receipt of a billing statement, provided that the district representative verifies the accuracy of the billing or corrects it as mutually agreeable to the district and the contractor. The district shall reserve a contract retainage not to exceed five percent of the moneys earned by the contractor.
All bidders must be prequalified high voltage electrical contractors in accordance with ****, prior to submitting a bid. The bidder must also provide and meet specific supplemental bidder responsibility criteria related to the treating foreman's qualifications and experience, and possess a valid Washington State certified pesticide applications license.
Should the contractor neglect, refuse, or fail to complete wood pole inspections and treatments within the time herein proposed, the district shall have the right to deduct and retain from monies due, $50 per day for the first thirty 30 days beyond the specified completion date and $100 per day thereafter as liquidated damages.
An inspection tour of the areas to be inspected, treated, and/or reported is not scheduled; however, if the contractor wishes to view a representative area or needs further information, the contractor should contact Jason Seibel.
Bidders with concerns about the relevancy or restrictiveness of the required supplemental bidder responsibility criteria may submit requests in writing to the district no later than 7 business days prior to the bid submittal deadline.
By submitting a bid, you are also certifying that your firm is not in a suspended status or on any state or federal debarment list. Failure to comply with any state or local requirements may result in contract termination, recovery of funds, debarment from future contracts, and other remedies available under the law.
