The industry day will be held on May 7, 2025, at DLA Aviation Defense Supply Center Richmond. The morning will include government briefings and Q&A. The afternoon will be for one-on-one discussions. Pre-registration is required by May 5, 2025, 4:00 PM EST. Presentation materials will be posted to SAM. gov by April 28, 2025. Companies must be registered on SAM. gov to be eligible for award. Sealed bid submission deadline: April 24, 2025, at 12:00 pm. Proposals must be mailed or hand-delivered to the Pawtucket City Hall Purchasing Office. Bidders are required to provide a bid surety in the form of a bid bond or certified check payable to the City of Pawtucket in an amount not less than ten percent (10%) of the bid price. The successful bidder will be required to furnish all insurance documentation as outlined in the specifications document. The bid process and resulting contract are subject to the rules and regulations and general terms and conditions of purchase. The City of Pawtucket reserves the right to award on the basis of cost alone, accept or reject any or all bids, and to act in its best interest. Proposals found to be technically or substantially nonresponsive will be rejected. The City may require presentations by bidders. Vendors must examine all specifications and conditions thoroughly and comply fully with specifications and all attached terms and conditions. All costs associated with developing or submitting a proposal are borne by the bidder. A submittal may be withdrawn by written request to the purchasing agent prior to the stated sealed bid deadline. Proposals are considered irrevocable for a period of not less than ninety (90) days following the opening date. All pricing submitted will be considered to be firm and fixed unless otherwise indicated. The City assumes no responsibility for delays caused by the US Postal Service or any other delivery service. Proposals arriving after the deadline may be returned, unopened, to the vendor, or may simply be declared nonresponsive. The official time and date shall be that of the time clock in the City of Pawtucket's Purchasing Office. Joint venture and cooperative proposals will not be considered, but subcontracts are permitted. Bidders are advised that all materials submitted shall be considered public records. Vendors are responsible for errors and omissions in their proposals. The City reserves the right to reject any or all proposals, or portions thereof. The City also has the right to waive immaterial defects and minor irregularities. All material submitted becomes the property of the City of Pawtucket upon delivery. This two-year annual materials contract commences on July 1, 2025. The contract is grouped into six material categories. The vendor shall maintain comprehensive general liability insurance with a combined single limit of not less than $1,000,000. 00. The City of Pawtucket and the PWSB shall be named as additional insured. The vendor shall maintain workers compensation insurance limits as required by the statutes of the State of Rhode Island, and employers liability with limits no less than $500,000. The selected vendor agrees to release, waive, discharge and covenant not to sue the City of Pawtucket and the PWSB from any and all liability related to any loss, damage, expenses, or injury. In addition to the insurance provisions, the liability insurance coverage shall include the City of Pawtucket and the PWSB as additional insureds. A waiver of subrogation and a provision that the selected vendor's insurance coverage shall be primary are required. No cancellation, material change, potential exhaustion of aggregate limits or nonrenewal without thirty (30) days written notice is allowed. Pricing must include all costs as specified. Vendors must include at least four references with whom they have contracted to do similar work. Proposals must be comprised of the bid form, antikickback acknowledgment, and a list of any additions, deletions, and exceptions. The evaluation of proposals will be conducted in two phases: an initial review to determine if the proposal is complete, and an in-depth analysis based on award to the lowest qualified bidder.
