The bid is for the Palms Park Community Center Improvements Project. A mandatory pre-bid meeting will be held on February 17, 2026. Bidders must declare intent to comply with Section 3 requirements. Bids must be accompanied by a bid bond. The contractor must possess a valid Class B contractor's license. The project is subject to prevailing wage requirements. Contractors must comply with Buy America requirements. The apparent low bidder must submit a revised bid bond within 3 days of bid opening. The successful bidder will be required to submit the fully executed contract agreement, bonds, and insurance within 10 working days after the date of the formal notice of apparent low bidder.
The contractor may elect to receive 100 percent of payments due under the contract documents from time to time, without retention of any portion of the payments by the city, by depositing securities of equivalent value with the city in accordance with the provisions of section **** of the public contract code. If the contractor chooses not to exercise its rights under public contract code section ****, the full five percent 5 retention will be deducted from all payments.
The city reserves the right to make award to the lowest responsive, responsible prequalified bidder as determined by the proposal, and reject all other bids, as it may best serve the interest of the city.
The contractor shall possess a valid class b contractors license, as necessary to perform the work, at the time of contract award, in accordance with provisions of chapter 9, division iii of the california business and professions code. The contractor must be properly licensed as a contractor from contract award through contract acceptance 23cfr ****.
Failure to comply with Buy America requirements may result in contract termination or other penalties.
