The Delaware Department of Transportation (DelDOT) is seeking proposals for portable dynamic message
signs,
traffic trailers, devices, training, and warranty. The deadline to respond is Tuesday, October 21, 2025, prior to 2:00 p. m. local time. Responses must be received at the DelDOT Administration Building. Required bid documents include a noncollusion statement, subcontractor information form, business references, a confidentiality form, and an exceptions form. The contract period is three years, potentially extendable for up to two one-year periods. The vendor is responsible for all equipment, materials, and labor. Mandatory insurance requirements are detailed in the RFP. The RFP includes specific technical specifications for various types of equipment, including portable dynamic message
signs (PDMS), vehicle-mounted message
signs, portable
traffic sensors, portable speed feedback

The vendor will be required to provide training for up to 15 department staff. The state reserves the right to make multiple awards, partial awards, or award by types, item by item, or lump sum total. The contract will be awarded within 90 days of bid opening. A formal contract must be executed within 20 days after award. The vendor must provide proof of State of Delaware business licensure prior to receiving an award. The state reserves the right to cancel this solicitation at any time.
