Expressions of interest are due July 31, 2026. Occupancy is estimated for April 7, 2028.

Final selection will be based on responses to this RFQ, reference checks, and interviews with an evaluation committee. Scoring is based on development team qualifications (40 points), development proposal (30 points), and financial capacity (30 points).

Respondents must submit a statement of qualifications, applicant qualifications, relevant project experience, preliminary development schedule, references, financial capacity, and leaseup/property management plans. They must also certify statements regarding prior bankruptcy, judgments, lawsuits, staff availability, financial guarantees, adherence to city policies, and not being debarred.

Failure to submit any of the required information may be grounds for rejection of any submission. Proposals may not be withdrawn for a period of 30 days.

Liquidated damages of $500 for each calendar day that work remains unfinished beyond the contract date or extended completion date. If an apparent low bidder is rejected, they have the right to appeal and must submit a written statement of appeal within 5 days of the date on the written notice of rejection.
