The City of Northglenn is seeking a qualified contractor to produce and install 100 double-sided decorative light pole banners. The scope includes manufacturing banners using city-provided artwork, supplying mounting hardware, and completing installation on designated streetlight poles in compliance with safety regulations. Bidders must submit proposals by April 9, 2026, at 10:00 a. m. The city will not be responsible for bidder expenses. Proposals are irrevocable for 90 days. Late proposals will not be accepted. The city reserves the right to reject any or all bids. Award will be based on multiple criteria, including price. Vendors can appeal award decisions within 7 calendar days of the notice of intent to award. The contractor must warrant their qualifications and perform work to generally accepted professional practices. Insurance requirements include workers' compensation, commercial general liability, and professional liability insurance.

The contract states that invoices will be itemized and include an hourly breakdown for all personnel and other charges. Progress payments may be claimed on a monthly basis for reimbursable costs actually incurred to date. All invoices must be submitted by the contractor to the city no later than the twenty-fourth day of each month for payment. Payments will be made within thirty days after the timely receipt of an invoice. If payment for services rendered has not been made within forty-five days from the receipt of the invoice for any uncontested billing, interest will accrue. If payment has not been made within ninety days, the contractor may suspend work after giving seven days' written notice.
Bidders should include warranty information as part of their proposal.

The undersigned hereby affirms that they are a duly authorized agent of the vendor, have read all terms and conditions, requirements, and instructions of this bid, the vendor warrants that they are familiar with all provisions of the contract documents and technical specifications, the offer is being submitted on behalf of the vendor in accordance with any terms and conditions set forth in this document, and the vendor listed on the bid submission must match all contract and insurance documents submitted upon award.
Vendors may appeal the award decision by submitting, in writing, to the City of Northglenn, a request for reconsideration within 7 calendar days after the posting of the notice of intent to award, provided that the appeal is sought by the vendor prior to the city finalizing a contract with the selected vendor.
