The office establishes fixed rates of payment for specific language services each fiscal year on the basis of market research.

Individual bpa calls are awarded at the discretion of the language services contracting officer, based on recommendations from subject matter experts within the office and factors including evaluated skill sets, prior performance, and availability to accept the assignment.

Qualified describes those individuals who have passed the office of language services test s of interpreting and translating skill for one or more foreign languages and have successfully provided language services under a blanket purchase agreement or purchase order with the office of language services in the past.

They are forbidden from subcontracting and must adhere to strict professional standards.

The anticipated total combined annual value of all calls against all of these agreements is between 20 million and 30 million.
