Fuel Accounting Government Bids & RFPs

The bid notice states that the performance period will be June 1, 2026, through May 31, 2027. The contract will be subject to FAR **** Service Contract Labor Standards.

The proposed procurement is for services that the government intends to solicit and negotiate with only one source under the authority of FAR ****(b).

The incumbent contractor is required to provide the following: furnish, manage, maintain, and operate all mobile fuel servicing equipment required and necessary to support the facilities, equipment, vehicles, vessels, and assigned aircrafts. The SP shall provide aviation fuel servicing operations, bulk storage operations and ground fuel servicing operations. The SP shall have the flexibility to provide 24 hour 7 days a week, uninterrupted services in the pensacola region to include all outlying fields. The SP shall ensure compliance with all applicable federal, state and local laws and regulations and is responsible for obtaining copies of them, including future changes. The SP shall be responsible for and furnish, as required, all technical support, personnel, supervision, equipment, tools, and other items as required.

The contract includes a four-year base period for COCO services from April 21, 2027, through April 20, 2031, with four five-year option periods and one 4. 5-year option period, plus a six-month extension option. For GOCO services, the base period is from April 21, 2026, through April 20, 2031, with four five-year option periods and one 4. 5-year option period, plus a six-month extension option.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, using a lowest price technically acceptable process. The evaluation factors are Technical/Management, Past Performance, and Price.

Offerors must be registered in SAM and have a CAGE code. They must demonstrate understanding of personnel requirements, fuel receipt, storage, issue, accounting, quality assurance, maintenance, environmental compliance, safety, and security. Past performance will also be evaluated.

A pre-proposal conference and site visit will be held on Wednesday, February 18, 2026, at 09:00 a. m. local time. Attendance is strongly encouraged, and contractors will not be permitted to access facilities after the conference.

Responses to the notice are to be submitted by 4:00 PM local Ft. Belvoir, VA time on October 3, 2025.

Interested firms should provide a company profile, capability of providing qualified personnel, past performance, teaming arrangements, experience with relevant acts and agreements, financial capability, and a phase-in period for commencing performance.
