Fuel Additives Biddings - Procurement Opportunities

The State of Connecticut Department of Administrative Services is soliciting bids for the provision of various fuel types (gasoline, diesel, heating oil) to state agencies, towns, municipalities, and political subdivisions. Questions regarding the solicitation must be submitted by Thursday, May 8th, 2:00 PM ET, via ctsource. The estimated total value of the contract is $15,000,000.

This solicitation is for the procurement of liquid propellants and fuels. Offers must be submitted using the Bulk Offer Entry Tool (OET). The solicitation has a two-part negotiation process. Offerors must select one mode of transportation and shipping point per sequence bid line. Fob destination tanker offers are not accepted. Offers must specify the reference price formula ID. Offerors must notify DLA Energy if the shipping points proposed have any transportation restrictions. All attachments must be in PDF format. An **** with the preparer's electronic signature must be included. Offerors must complete representations and certifications electronically in SAM. Offerors proposing F76 sequences must complete and sign Attachment 4. Map coordinates must be provided as specified in Attachment 8. Offerors must submit more than one authorized negotiator. Offerors with a physical address in US Central Command (CENTCOM) or US Africa Command (AFRICOM) must be registered in the Joint Contingency Contracting System (JCSC). Any exceptions must be submitted in the OET and reference the contract provision, clause, or text for evaluation. If an award is extended for a fob origin tanker offer, the offeror will be required to provide a facility security officer point of contact. The contractor shall use reasonable care to avoid damaging or contaminating government property. The contractor shall take all measures to prevent oil spills. Safety Data Sheets (SDS) must be submitted for each item to be delivered. The period of acceptance is 270 days. Offers may only be withdrawn in writing to the contracting officer and must be formally withdrawn in the OET. The government may limit the number of offers in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers.

This is a request for quotation (RFQ) for the delivery of 7,925 gallons of turbine fuel, aviation jet A1. Delivery is required to a specific location in Tokyo, Japan, between April 21 and 25, 2025. The delivery method is by tank truck. Quotes are due by 10:00 AM Eastern Standard Time on Monday, April 14, 2025. The contract will be awarded to the lowest responsible vendor. Vendors must include a completed copy of FAR **** offeror representations and certifications commercial items with their quotation. A printout from sam. gov is acceptable. All applicable taxes and fees must be included in the quote. The government will not assume any responsibility above the 10% variance authorized by the contract. Vendors are responsible for ensuring all applicable taxes and fees are included in their quoted prices. DLA Energy may require a vendor to sign the **** prior to being awarded this delivery. Electronic funds transfer will be used for payment upon receipt and acceptance of all products.
