HACCC is seeking proposals for flooring services for its rental units on an as-needed basis. Services include preparation, installation, and removal of various flooring types. Proposals will be evaluated on a best-value basis, considering cost, experience, and proposal quality. A mandatory pre-bid conference and site walk is scheduled for June 3rd, 2026. Proposals are due by June 23rd, 2026. Contractors must hold a C15 flooring and floor covering license. Pricing must be submitted through the e-procurement system. The contract period is anticipated to be 1 year with options for two additional 2-year periods.
Pricing and digital proposal documents must be received no later than June 23rd, 2026, at 2:00 PM PST.
The contractor shall assume full responsibility and warrant for one year the satisfactory performance of all labor and materials.
Proposals will be retained on a best value basis, considering objective costs (40 points) and subjective factors such as demonstrated experience and overall quality of the proposal (45 and 15 points respectively).
All proposers must hold a C15 flooring and floor covering contractors license issued by the Contractors State License Board (CSLB) for any project, including labor and materials costing $500 or more.
Failure to comply with HUD maintenance wage rates may result in penalties, court costs, or wages due to employees.
A pre-bid conference and bid walk tour of properties is scheduled for June 3rd, 2026, at 10:00 AM PST. Attendance is not mandatory but recommended.
Protests against the award of a contract based on an RFP must be received by the contracting officer within three business days after notification to an unsuccessful proposer.
Failure to submit proposals in accordance with all requirements, including using the correct proposal format and submitting pricing only through the e-procurement system, may result in disqualification.
