Fuel Training Government Bids & RFPs

Proposals must be submitted electronically to BidNet no later than 2:00 PM on September 1, 2026.

The FNSB will make payments based on completed deliverables. The FNSB shall retain 20% of the contract amount until all deliverables are successfully completed and accepted.

The contractor will provide one year of technical support, with additional renewal possible.

Award shall be made to the responsive offeror whose proposal conforms to the solicitation and is determined in writing to be the most advantageous to the FNSB, taking into consideration the cost/price schedule and evaluation factors.

Offerors must be qualified contractors with experience in providing, implementing, and maintaining SCADA systems.

Proposals priced at more than $55,**** may be declared nonresponsive and eliminated from consideration. Failure to comply with terms may result in disqualification or termination of contract.

A pre-proposal conference will be held on July 29, 2026, at 11:00 AM at **** Tesoro Avenue. Attendance is mandatory.

Protests based on any omission or error, or on the content of the solicitation, should be emailed to ***@***. *. * at least 14 days before the date and time set for the RFP closing.

Proposals that do not comply with all material and substantial terms, conditions, and performance requirements of the RFP may be rejected. Failure to attend a mandatory pre-proposal conference may lead to disqualification.

The FNSB estimates a budget of less than $55,**** for completion of this project.

The delivery period for the items is from August 14, 2026, to October 14, 2026.

Payment will be made by electronic funds transfer system for award management. Invoices shall be submitted electronically after delivery, inspection, and acceptance.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In the event of the contractor's or a subcontractor's noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

The project requires substantial completion within 120 consecutive calendar days after the date established in a written notice to proceed.

Payment will be made upon receipt of a proper and detailed invoice from the contractor after the county's acceptance of the work.

A five-year comprehensive warranty is required for the generator and transfer switch, and contractors shall warrant, replace, or repair any defective product, materials, installation, or services for a minimum of five years from the county's acceptance of the work.

The contract will be awarded to the lowest responsible and responsive bidder whose bid is most advantageous to the county, considering price and any other evaluation criteria set forth in the bid documents.

The vendor must have the capability and capacity in all respects to fully satisfy all contractual requirements and must possess a current Class A contractor's license issued by the Commonwealth of Virginia Board of Contractors.

If the successful bidder fails to execute the contract documents and furnish the required contract security within fifteen days after the notice of award, the bid security may be forfeited.

A mandatory pre-bid conference will be held on July 23, 2026, at 10 a. m. at the Fork Union Community Center.

Inquiries or requests for clarification must be delivered in writing via email no later than July 27, 2026, by 10:00 a. m.

Bids submitted late will be rejected and returned unopened. Oral bids, bids received by telephone, fax, or email shall be rejected. Failure to submit all requested information may result in a lowered evaluation or rejection of the bid.
