The Delaware State University (DSU) is seeking proposals for Session Initiated Protocol (SIP) Trunking Services. Bids must be received by January 14, 2026, at 3:00 PM local time in Delaware. The contract term is three years with the option for two one-year extensions. Proposals must be submitted electronically to ***@***. *. * virtual pre-bid meeting is scheduled for November 13, 2025. The university requires the vendor to provide a solution for SIP trunking at three campus data center locations. The solution must support 200 concurrent call paths and integrate with the existing Cisco unified communications system. The vendor must also provide e911 service, caller ID, and guaranteed service levels. The vendor must comply with all applicable security regulations and industry best practices. The vendor must provide a clear escalation process and response times for service outages. The vendor must provide a web-based traffic monitoring and reporting portal. The vendor must provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than the term of initial contract. The vendor must provide a certificate of insurance as proof that the vendor has the required insurance. The university reserves the right to reject any or all proposals.
The deadline for receipt of proposals is January 14, 2026, at 3:00 PM local time.
The Delaware State University will authorize and process for payment of each invoice within thirty 30 days after the date of receipt of a correct invoice.
The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than the term of initial contract.
The contract shall be awarded to the vendor whose proposal is most advantageous, taking into consideration the evaluation factors set forth in the rfp.
Vendors must provide delaware licenses andor certifications necessary to perform services as identified in the scope of work.
The Delaware State University may include in the final contract penalty provisions for non performance, such as liquidated damages.
There will be no mandatory prebid meeting.
