The contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order: 1 Document type. The contractor shall submit payment requests using the following document types: i for cost-type line items, including labor-hour or time-and-materials, submit a cost voucher. ii for fixed-price line items a that require shipment of a deliverable, submit the invoice and receiving report specified by the contracting officer. b for services that do not require shipment of a deliverable, submit either the invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the contracting officer. iii for customary progress payments based on costs incurred, submit a progress payment request. iv for performance-based payments, submit a performance-based payment request. v for commercial financing, submit a commercial financing request. 2 Fast pay requests are only permitted when Federal Acquisition Regulation FAR **** is included in the contract. Note: The contractor may use a WAWF combo document type to create some combinations of invoice and receiving report in one step.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Information must be provided no later than 12:00:00 PM CST on 26 June 2026.

Vendor shall have the experience and capability to perform the services described in the draft PWS. Vendor must be registered in System for Award Management SAM.

All work to efit the installation of the osp rated sm fiber optic distribution cables shall be completed not later than 120 days after contract award.

The contractor shall provide a one-year warranty for all equipment, software, cable, terminations and work performed including the installation of gfe. Warranty period shall commence on completion and acceptance of the installation.

All work shall be performed by an experienced telecommunications contractor. The contractor shall have a minimum of 3 years of experience in telecommunications systems installations.

Quotes are due: 14 July 2026 at 9:00 am CST.

Award will be made on a best value tradeoff basis considering technical acceptability, past performance, and price. The evaluation will be conducted sequentially: all quotes will first be evaluated for technical acceptability on an acceptable unacceptable basis. All technically acceptable offerors will then receive a full past performance evaluation. For the final tradeoff decision, past performance is considered significantly more important than technical and price combined.

A site visit will be held on 25 June 2026 at 9:00 am CST. Vendors are encouraged to arrive at the Scott AFB visitor center early to ensure they receive their pass in time for the start. Please see the attached RFQ for registration instructions.
