Skagit County is seeking bids for card lock fueling services. The contract will be for three years, with options for up to three one-year extensions. Bids are due by 1:00 PM on June 1, 2026. Questions must be submitted in writing by May 7, 2026. Addenda will be posted by May 18, 2026. A bid guaranty of 5% is required. The award will be made to the lowest responsive and responsible bidder.
Sealed bids must be received no later than Monday, June 1, 2026, at the hour of 1:00 p. m. The bid opening date for this project will be Monday, June 1, 2026. The bids will be opened and read after 1:00 p. m. on this date.
The contractor shall be paid, upon submission of a proper monthly invoice for payment request, the prices stipulated herein for services performed less deductions, if any, in accordance with all payment and retainage instructions herein. Contractor may either mail their payment requests or, for a timelier invoice processing contractor may, email payment requests to the addresses listed below. All accounts are paid according to RCW ****.
It is the intent of Skagit County to award a contract to the lowest responsive and responsible bidder.
Contractor must be an authorized supplier of the fuel to be delivered with facilities, personnel, equipment, certifications and/or approvals as required to successfully perform and comply with all contractual requirements. In addition, they are required to comply with the rules, regulations and laws relative to the fuel to be supplied and the services to be performed. Skagit County will be the sole judge of whether or not a bidder meets these qualification conditions.
Skagit County may terminate this contract, in whole or in part, at any time by written notice to the contractor. In summary, if the nonperformance, breach or default remains after contractor has been provided the opportunity to cure, Skagit County may do one or more of the following: exercise any remedy provided by law, terminate this contract and any related contracts or portions thereof, impose liquidated damages, suspend contractor from receiving future invitations to bid.
Contractor shall submit in writing to Skagit County all claims, within seven 7 days of the event giving rise to the claim. Written claim must specify the conditions and requested relief. Skagit County shall consider such claim and shall meet with the contractor to confer and attempt to resolve the claim.
Skagit County's cost estimate for the initial three 3 years, including all listed products is approximately: $3,000,000. 00. The cost estimate for fixed margins for the initial three 3 years is $75,000 - $150,000.
