Technical proposals are due on August 25, 2026, by 2:00 PM.

The contractor shall provide a warranty covering any pest control services performed under this contract, clearly identifying coverage, duration, and any applicable terms, conditions, or limitations.

Proposals will be evaluated based on offerors response to RFP objectives and requirements, offerors capacity and experience, cost proposal, past performance and references, and proposed management and project personnel.

The offeror shall have at least five years of experience providing comprehensive pest management services for institutional, educational, commercial, or similar facilities of comparable size and complexity.

A site visit is scheduled for July 30, 2026, open between 10:00 AM and 2:00 PM, and is a self-guided tour. Attendance at the site visit is required for proposal acceptance.

Unsuccessful offerors may request a debriefing within ten days after they know or should have known their proposal was unsuccessful.

Attempts by an offeror to contact members of the evaluation committee or otherwise circumvent the established procedure may be grounds for disqualification.

The proposal due date is Thursday, July 23, 2026, at 11:59 PM ET. The asset delivery date must be met by June 2027.

Payment is governed by state finance and procurement articles. The state of Maryland is exempt from retail sales tax and federal excise tax.

Technical merit will have greater weight than price. The evaluation criteria include response to objectives, capacity and experience, past performance, proposed management, and exceptions to terms.

The ideal agency will have extensive experience in brand refresh for higher education, strategic research, messaging architecture, design, and asset deployment, with at least 10 years of experience.

Liquidated damages may apply for failure to comply with MBE program requirements, including reporting and participation goals.

The supplier must state the proposed payment schedule and cancellation/refund policy for this trip. UMBC's standard payment terms are no later than 45 days after receipt of a proper invoice.

Seller expressly warrants that all goods and services offered shall conform to each and every specification and will be fit and sufficient for the purpose intended, merchantable, of good material and workmanship, and free from defect for a period of one year from the date of acceptance.

An award, if made, will be to the lowest responsive and responsible bidder whose bid meets the requirements of the solicitation and is deemed to be in the best interest of the university.

Bidders must be responsive and responsible. The university reserves the right to accept or reject any and all bids.

The university reserves the right to request and be furnished samples at no expense to the university, prior to or after the award, for the purpose of quality and specification evaluation.

Failure to adhere to instructions, such as not amending, altering, or leaving blank items on the price form, may result in bid rejection. Late quotes will not be considered.
