The evaluation committee will review, evaluate, and score each complete proposal received by the proposal deadline based on the following criteria: a staff experience 30 b quality of work 40 c cost 30

Respondents must submit a resume illustrating qualifications and relevant experience 1 2 pages, a link to website/portfolio, and 2 3 projects completed in the past 35 years.

The initial sixmonth contact shall be limited to a maximum cap of no more than 400 hours of work, not to cumulatively exceed 25,000. bnydc shall have an option to extend the contract for an additional sixmonth term, for a total contract value not exceeding 50,000.

All proposals are due no later than 12:00 PM on August 19, 2026.

The selection of the CM will be based upon an evaluation of qualifications and quality of staff, related experience, proposed approach, demonstrated commitment to MWBE contracting and local community hiring goals, and proposed fees.

Respondents must submit a technical proposal including a statement of qualifications, previous experience, approach to the project, organizational chart, and a detailed schedule. Passport clearance is a prerequisite.

The contractor shall be charged a certain amount per calendar day for delay of substantial completion, as further described in the form of contract.

A mandatory meeting with a site walkthrough will be held at 8:30 AM on Wednesday, July 29, 2026, at Building 303, 399 Sands Street, Brooklyn, NY **** is a condition precedent to proposal acceptance.

All questions are due no later than 5:00 PM on August 4, 2026.

Noncompliance with submission requirements, such as failing to obtain Passport clearance or submit a complete Doing Business Data Form, shall result in disqualification.

Written sealed bids must be received no later than 12:00 PM on August 19, 2026.

Bidders are required to be registered and up-to-date in Passport prior to submitting a bid. Bidders and their subcontractors are required to be registered with the NYS Department of Labor prior to submitting a bid. Each bidder or the prime contractor must specialize in masonry, roofing, window replacement and is responsible for project management of the entire project.

The contractor shall be charged $1,**** for each calendar day that substantial completion is delayed beyond the substantial completion date. Failure to comply with MWBE requirements may also result in liquidated damages.

A mandatory pre-bid site walkthrough will be held at 10:00 AM on July 8, 2026.

Noncompliance with Passport registration requirements or NYS Department of Labor registration requirements shall result in the disqualification of the bid and/or the bidder and/or the cancellation of any contract after its award.

Proposals are due no later than 12:00 PM on August 7, 2026.

The respondent determined by BNYDC to have the best combination of technical rating and fee proposal for the scope of work will be selected.

Respondents must demonstrate experience in providing consulting services for similar projects, including design duration and client references. The technical proposal evaluation criteria include the project team's general capacity, qualifications of team members, references, understanding of the project, and experience with waterfront redevelopment.

A mandatory pre-submission meeting with a site visit will be held at 10:00 AM on June 23, 2026. A firm that fails to attend both the presubmission conference and the site visit will not be permitted to submit a proposal.

All questions are due no later than 5:00 PM on July 10, 2026.

Failure to register for the mandatory pre-submission meeting and site visit will result in disqualification. Noncompliance with passport clearance requirements will result in disqualification. Failure to submit a complete doing business data form within four calendar days of notification will result in disqualification.
