The City of Victoria, Texas is seeking proposals for an annual supply contract for bagged Type I or Type II Portland cement. Proposals are due by 2:00 PM CST on July 23, 2026. The contract will be awarded to the proposer providing the best value to the city. Delivery will be made to the City of Victoria or various job sites as required. The anticipated contract term is three years with an option to renew for two additional years.

Proposers must provide sufficient information to demonstrate their qualifications to perform the work, including financial data and previous experience. To demonstrate qualifications to perform the work, each proposer must include with its submission written evidence, such as financial data, previous experience, present commitments and other such data that meets the best value considerations outlined in section **** of the texas local government code.
