The Department of Environmental Protection (DEP) requires a consultant for subsidence investigations in Pennsylvania's coal regions. The consultant must prepare reports, conduct work, and perform evaluations. Additional work may include locating mine pools, water loss investigations, and monitoring well placement. The consultant must be located within a 40-mile radius of Pittsburgh, PA. Drilling and excavation equipment must be mobilized from as close to the project site as possible. The consultant is responsible for the repair of damage to properties resulting from the subsurface exploration and test work. All boreholes shall be plugged and grouted to the surface, and the surface in the immediate vicinity of the borehole reclaimed and restored to its predrilling condition or better. The DEP will reimburse the consultant for all justifiable costs upon submission of an itemized invoice. Bids must be submitted electronically through the Department of General Services (DGS) eMarketplace website. The contract will commence upon execution and terminate June 30, 2026, with possible renewals for up to four additional consecutive annual terms, with a final termination date of June 30, 2030. The consultant must submit invoices within thirty (30) days of completing each project. In accordance with the Steel Products Procurement Act, the contractor shall use only steel products produced in the United States.
