RFI responses are due by 9/9/2026 @12:00 pm est.

The SOQ due date is August 24, 2026, 2:00 p. m. Pacific Standard Time. Substantial completion is anticipated in Q4 **** 2031, with final completion in Q1 2031.

The contract will be a cost-plus with a guaranteed maximum price (GMP) modified version of the DBIA form. Payment terms will be detailed in the contract documents.

Warranty services are part of the Phase 2 work. Specifics will be detailed in the contract documents.

SOQ evaluation criteria include Team Organization (15 points), Meaningful Collaboration and Community Engagement (20 points), Inclusive and Creative Design (20 points), and Effective Progressive Design-Build Process (15 points). RFP evaluation includes Project Management Plan (20 points), Community Engagement Plan (30 points), Design Management Plan (30 points), GMP Development Plan (20 points), and Construction Management and Schedule Development Plan (20 points). Price proposal is worth 20 points, for a total of 220 points.

Proposers must demonstrate technical, management, and financial qualifications. Mandatory minimum requirements include the ability to obtain a performance and payment bond for a minimum of $50,000,000 and the ability to meet specified insurance requirements.

The contract includes provisions for liquidated damages if substantial completion is not achieved by the required times.

The last date to submit questions regarding the RFQ is August 10, 2026. The last date to ask questions or submit proposed changes to the contract is October 5, 2026.

Communication with any owner employees, representatives, or consultants other than the designated contact person, or attempts to influence the evaluation process, may result in disqualification.

The budgeted cost for design and construction is $35,000,****.

Proposals must be submitted no later than Thursday, August 13, 2026, at 1:30 PM.

Payment procedures are detailed in the district's standardized terms and conditions, accessible on the website. Invoices can be submitted for payment after an approved purchase order is in place.

Alvin ISD shall evaluate respondents and award on the basis of demonstrated competence and proposal to perform the services, and fair and reasonable price and contracted fees.

Once a vendor has submitted a proposal and it has been approved by the board, they are considered a qualified vendor. Additional submissions are not accepted unless there is a change in pricing or bid categories.

Proposals submitted without two references may be disqualified. Failure to comply with HB **** will result in the vendor packet being suspended from processing.

The period of performance for the base period is 12 months from **** to **** periods are also 12 months each.

Payment will be made on a monthly basis for services rendered. Services not rendered will not be paid. Invoices will be handled according to the prompt payment act.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Contractors must have a Bachelor of Arts in Music Performance preferred, experience in leading worship, be able to read music from the Armed Forces Hymnal and liturgical resources, and demonstrate competence through an audition. A contractor badge must be secured within five working days of award.

The contractor shall not perform work that deviates from the purchase order PO and the performance work statement PWS. If the contractor deviates without approval, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

Failure to adhere to all rules and regulations in effect at Marine Corps Air Station Cherry Point, including federal and North Carolina state environmental, security, and safety compliance requirements, may result in suspension or debarment of individual employees and/or the contractor.
