This is a non-personal services contract for refuse collection and recycling services for the 99th readiness
division for a 12-month base year and four 12-month option years. The contractor is responsible for all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items and non-personal services necessary to provide refuse collection and recycling services. The government will not exercise any supervision or control over the contract service providers. Quality control and assurance procedures are outlined, including quality assurance surveillance plan (QASP) and inspection sheets. Hours of operation, holidays, personnel requirements, security, vehicle operation, hazardous waste handling, safety, work schedules, and protection of government property are detailed. The contractor must provide a list of employees within 15 calendar days of contract award and notify any additions or deletions immediately. The contractor must maintain an adequate workforce for uninterrupted performance of all tasks. The contractor must provide an onsite contractor representative. The contractor is responsible for maintaining a safe working environment and complying with all applicable laws, regulations, ordinances, bylaws, orders, and decrees. The contractor must provide copies of licenses, permits, and certifications, monthly invoices, and a contingency plan for disposal and/or recycling of solid waste in case of a breakdown of the contractor's selected disposal site or equipment breakdown. The government will provide certain property and services, such as roadways maintenance, snow removal, and insect/rodent control. Specific tasks, collection requirements (cubic yard capacity, roll-off containers), maintaining containers and collection areas, recyclable materials processing, refuse processing, bulky waste processing, and disposal are detailed. Equipment maintenance, removal requirements, and environmental specifications are also included. Anti-terrorism and operations security (OPSEC) training requirements are outlined.
