The City of Charleston, WV is soliciting bids for the
rehabilitation of storm sewer pipes. Bids must be submitted by hand delivery, mail, courier service, or electronically through the online procurement platform Bidexpress. Emailed bids will not be accepted. Bids must be received by the city on or before Tuesday, September 30, 2025, at 2:00 PM. The contract is intended to provide the city with a purchase price for the construction services. The contract will be awarded to the lowest qualified responsible bidder meeting the required specifications. Additional locations may be considered if proposed locations are determined not capable for pipelining for a period of twelve months from contract award. The
project shall be substantially complete within 6 months after the notice to proceed is issued. The city reserves the right to vary the quantities up to 50% with no change in unit price, except for optional items that may or may not be completed as part of this
project. Vendors must comply with all applicable laws, ordinances, regulations, and codes of the federal government, state of West Virginia, Kanawha county, and the city of Charleston, West Virginia, applicable to this agreement and any services performed hereunder. A pre-bid meeting will not be held. Vendors may submit questions relating to this solicitation to the city of Charleston's purchasing director. Questions must be submitted in writing on or before Tuesday, September 23, 2025, at 10:00 AM. A written response will be published in a solicitation addendum if a response is possible and appropriate. The solicitation contains the specifications that shall form the basis of a contractual agreement. Vendor shall clearly mark any exceptions, clarifications, or other proposed modifications in its bid. A local vendor may qualify for a competitive advantage applied to its bid when certain conditions are met. Unit prices shall prevail in cases of a discrepancy in the vendor's bid. The city is exempt from federal and state taxes and will not pay or reimburse such taxes. Vendors entire response to the solicitation and the resulting contract are public documents. Vendors must furnish proof of the following licenses, certifications, and/or permits upon request: WV contractors license, permits (see section 3. 3 traffic control of RFQ specifications). Vendors must maintain commercial general liability insurance, automobile liability insurance, professional malpractice/errors and omissions insurance, commercial crime and third-party fidelity insurance, cyber liability insurance, builders risk insurance, pollution insurance, and aircraft liability insurance. The vendor shall pay and be solely responsible for any applicable sales, use, personal property, or any other taxes directly or indirectly arising out of this contract. The city may authorize a purchase of goods or services in the open market that vendor would otherwise provide under this contract if those goods or services are for immediate or expedited delivery in an emergency. The city may accept or reject any bid as a whole, or in part, and may make partial awards if appropriate and necessary based on unit price. The city reserves the right to reject the bid of any vendor as nonresponsible. The city may suspend work if the city manager or his designee determines that suspension is in the city's best interest and/or the city elects to terminate this agreement for any of the provisions contained in this agreement. The city manager and/or the designee will deliver to vendor a notice of suspension specifying the extent and duration of the suspension and the effective date thereof. The agreement shall be deemed to be executed in the city of Charleston, state of West Virginia, regardless of the domicile of vendor, and shall be governed by the laws of the city of Charleston and state of West Virginia.
