The University of Hawaii is seeking bids for refuse and recycling collection services at Windward Community College. Bids must be submitted electronically through the state's electronic procurement system (HiEPRO) by 2:30 PM, May 8, 2025. Bidders must be registered on HiEPRO. Questions and requests for clarification must be submitted electronically through HiEPRO by April 28, 2025, at 4:00 PM HST. The contract will be for an initial period commencing on July 1, 2025, through June 30, 2026, and may be renewable for up to four additional years. Bidders must comply with Hawaii Revised Statutes, chapters 103 and 103d, and section ****, regarding wage rates and insurance. A mandatory site visit is required. The contractor shall provide refuse containers at the specified locations, and maintain them in a clean and sanitary condition. The contractor shall be responsible for any overages in refuse volume. The contractor shall comply with all laws, ordinances, statutes, and regulations pertaining to the collection, transportation, and disposal of refuse and shall obtain such permits, licenses or other authorization as may be required. Insurance requirements are detailed in the special provisions. The contractor shall contact the technical representative to establish operational and administrative procedures, including coordination, scheduling contract personnel, and lead time for notification of nonscheduled pickups. The contractor shall not be permitted to interfere with university operations, and work schedules shall be coordinated with the technical representative prior to commencing work.
