The New Mexico Health Care Authority (HCA) is seeking proposals for Medicaid school-based services, including random moment sampling, administrative claiming, and cost reporting. The contract's effective date is July 1, 2026, with an initial term of four years. Proposals must be submitted electronically by February 13, 2026. The evaluation will consider organizational experience, references, oral presentations, and cost. The agency will award the contract to the most advantageous offeror. Protests must be submitted within 15 days after the contract award. The HCA will pay the contractor for services satisfactorily performed at the rate of dollars per hour or based upon deliverables, milestones, budget, etc. , such compensation not to exceed amount, excluding gross receipts tax. The total amount payable to the contractor under this agreement, including gross receipts tax, if applicable, shall not exceed amount.
The evaluation will be based on the total cost of implementation of the program per state fiscal year for the contract period. The evaluation of each offerors cost proposal will be conducted using the following formula lowest responsive offerors cost x available award points each offerors cost.
Offerors must submit a statement of relevant corporate experience within the last five 5 years, including the experience of major subcontractors.
The procurement code imposes civil, and misdemeanor and felony criminal penalties for its violation. In addition, the new mexico criminal statutes impose felony penalties for bribes, gratuities and kickbacks.
The protest period shall begin on the day following the notice of award of contracts and will end at 5: 00 pm mstmdt on the 15th day.
