The University of California, Lawrence Berkeley National Laboratory (LBNL) is seeking proposals for the manufacture, assembly, and testing of flexure systems, transport yokes, vacuum chambers, copper liners, and column subassemblies. Proposals are due January 12, 2026. A preproposal conference was held on November 21, 2025. Questions are due December 12, 2025. The subcontract is expected to be performed over a period of 68 weeks after receipt of order. The offeror must submit a delivery schedule. The university will evaluate the proposal against technical and nontechnical factors, including price. The university reserves the right to award to other than the lowest price offeror. The offeror must accept the terms, conditions, general provisions, and other incorporated documents of the sample subcontract. The offeror must have adequate financial resources to perform the resulting subcontract. The Buy American Act applies. The selected offeror must deliver products and services in compliance with the environmentally preferable products and services (EPP) article of the sample subcontract. This solicitation is subject to the Sherman Antitrust Act.
The offeror must submit a delivery schedule that meets the requirements set out in the sow. An exact calendar date for delivery must be provided in the price proposal schedule, attachmentb.
Offerors must provide an exact calendar date for delivery and must propose a milestone payment schedule with their offer for consideration/negotiation if milestone payments are desired.
The university intends to select for award the responsive and responsible offeror whose proposal demonstrates that the offeror can satisfy the technical requirements and contains the combination of price, performance features, and supplier attributes offering the best overall value to the university. Price, while being an important factor, is less important than the technical evaluation factors when combined.
A responsible offeror is one that has adequate financial resources, the ability to comply with the performance schedule, has a satisfactory performance record, has the necessary technical skills to be considered capable of performing, and is otherwise eligible and qualified to perform the proposed subcontract at the time of award.
The university intends to conduct a preproposal conference on November 21 at 8:00 am pacific time via zoom call.
The university will respond to questions submitted via email to the university procurement representative on or before 3:00 pm pacific time on December 2nd, 2025.
