Payment terms are net 30 days upon receipt and approval of properly submitted invoices via the city's supplier portal.

Proposals will be evaluated based on the strength of the technical solution, qualifications and experience, approach and methodology, references, and price proposal.

Respondents must demonstrate experience and qualifications in home delivery and transportation services, including submitting resumes, references, and examples of similar work.

Project completion is 16 weeks after receipt of order, to include product delivery, training, and installation.

Contractors whose personnel are denied entry to TYAD due to security requirements are not relieved of their obligation to provide required contract performance and must do so at no additional cost to the government. Any contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or be subject to other contractual remedies as appropriate.

The period of performance is to commence as soon after award as practicable, but not to exceed 14 days for the base year. Subsequent option years will follow the base year. The contract is for 1 base year plus 4 option years.

The government may award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Adherence to the requirements of, and demonstrating capabilities to comply with, the statement of work is more important than price.

Offerors must demonstrate that personnel have the certification necessary to provide the services. Offeror must show capability to comply with the requirements of the statement of work. Offeror must submit with quote all of the required documentation listed in submission instructions, section e.

Offerors are warned against contacting any VA personnel other than the contracting officer and contract specialist prior to award. If such contact occurs and found to be prejudicial to competing contractors, the offeror making such contact may be excluded from award considerations.

The project is scheduled to start no later than September 2026 with delivery by August 2027.

Evaluation of RFQ responses will be based upon: Qualifications and availability of project team members, including references; Demonstrated understanding of the project and client needs; and, Ability to meet the city's desired timelines.

Firms must demonstrate compliance with the city's insurance requirements at the time of contract approval and obtain a city business license.
