The award shall normally be made to the lowest responsible bidder meeting specifications, considering ability, capacity, skill, promptness, character, integrity, reputation, judgment, experience, efficiency, quality of performance, compliance with laws, financial resources, quality, availability, adaptability, future maintenance, and the number and scope of conditions attached to the bid.
The city may investigate the bidder's ability to perform, including qualifications, experience, equipment, manpower, and financial/managerial capability. Bidders must also furnish a list of three references for similar projects.
A penalty of **** per workman per day applies for paying less than prevailing wage rates. A penalty of $2,**** plus **** per employee per day applies for employing individuals without the required OSHA construction safety program training.
A pre-bid meeting will take place on Tuesday, July 28, 2026, at 10 a. m. in the Board of Aldermen Chambers.
The last day for questions will be August 6, 2026.
The city reserves the right to reject any bid if the evidence submitted or other investigation fails to satisfy the city that the bidder has the proper qualifications, experience, equipment, manpower, or financial and managerial capability to carry out the obligations of the contract documents or to perform the work as required.
