Maintenance Contract Government Bids & RFPs

The contractor work completion date is September 6, 2026.

Payment requests and receiving reports are processed electronically through the Wide Area Workflow (WAWF) system.

The contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided it is available at no additional cost to the government.

Award will be made on a best value basis.

Firms must possess an active U. S. Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor to be eligible for award.

Failure to properly complete and submit Attachment II, the Price Proposal Breakdown Sheet, by the specified closing date may cause rejection of the proposal.

The estimated delivery date is March 31, 2027.

Payment will be made by Electronic Funds Transfer (EFT). The contractor must agree to receive payment by EFT.

Award will be made to the responsible quoter which is considered the most advantageous to the government, price and other factors considered.

This solicitation is intended only for sources duly authorized to operate and do business in Japan. Prime contractors outside of Japan must submit documentation that unambiguously demonstrates compliance with DFARS ****.

All requests for clarification related to this solicitation must be received no later than Friday, July 17, 2026, 10:00 AM Japan Standard Time (JST).

Submissions that omit required information, contain ambiguities, or are incomplete may not be considered. Partial or incomplete quotations are ineligible for award.

The delivery period for this requirement is from August 17, 2026, to November 30, 2026.

The contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order.

The award will be made to the responsive offeror whose total offer on all items is the most advantageous to the government considering price. Alternative I: Price: Lowest total price.

Award is restricted to firms with a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region. The offeror shall certify that they currently hold an active U. S. Navy MSRA/ABR agreement in the Japan region.

Offerors not possessing an active MSRA or ABR in the Japan region, or not agreeing to execute one before award, will not be eligible for award. Contractors outside Japan not demonstrating compliance with DFARS **** will also be ineligible. Any offeror who do not possess an active MSRA or ABR in the Japan region, or does not agree to execute a master agreement MSRA/ABR in the Japan region before award of a job order, will not be eligible to receive an award.
