Explosive Detection Government Bids & RFPs

The period of performance for the BPA is from 01 Jul 2026 to 30 Jun 2031.

Payment will be made for items accepted by the government that have been delivered to the delivery destinations set forth in the contract. The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at 5 CFR part ****.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The agreement will be established with the responsible offeror whose response represents the best value to the government, considering technical capability, and price. Technical capability is significantly more important than price.

Key personnel must possess current EOD certification or equivalent civilian UXO technician certification compliant with DDESB TP 18.

The government may terminate this contract, or any part hereof, for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions, or fails to provide the government, upon request, with adequate assurances of future performance.

The contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence.

A 2-year extended warranty package is included in the purchase. purchase and acquisition of fido x4 explosive detection kit, consumables, and 2 year extended warranty package.

Proposals are due no later than Monday, June 22, 2026, by 12:00 pm CST.

The authority will consider administrative compliance, proposer responsibility and responsiveness, relevant qualifications and experience, qualifications of proposed personnel/team, references, and the reasonableness and competitiveness of proposed pricing and fee structure.

Proposers must demonstrate 5 years of verifiable experience operating a guard service, have a current city of Chicago business license and state of Illinois security contractor license, and canine teams must be trained in live explosives according to nationally recognized standards.

A site visit is encouraged for all interested parties and is scheduled for Wednesday, June 3, 2026, at 11:00 am - 12:30 pm.

All protests or challenges concerning the process, ambiguities, or defects of the RFP must be submitted within seven (7) calendar days after publication of the RFP.

Proposals that do not comply with submittal requirements, contain omissions, erasures, alterations or additions not called for, or are irregular in any way may be rejected. Falsifying information or being barred from doing business with government entities can also lead to rejection.

The proposals are extended to June 10, 2026, at before 11:00 AM EST.

The bid notice states that there is a 12-month standard back to depot warranty for item 20.

The government intends to establish up to three highly qualified responsible offerors. Offerors must submit a written quotation demonstrating their procurement capabilities, logistics management approach, subject matter expertise, and cost estimate. Evaluation for BPA award will be made to TS cleared offerors.
